The progress of the QICDRC in 2023 was extraordinary. First, there was a significant increase in our workload. 2023 was, in terms of filed cases, 120% busier than 2022. Concomitantly, the QICDRC also issued 58% more judgments/decisions than it did in 2022.
This is a significant increase by any measure. Particularly pleasingly, notwithstanding the major increase in the volume of cases, were the waiting times for all categories of cases which were also significantly down. By way of examples, Small Claims Track cases took on average around 30 days from issue to judgment, down from an average of 58 days in 2022; in respect of cases not within the Small Claims Track that did not have a hearing, they took on average around 46 days from issue to judgment, down from an average of 89 days in 2022; and in respect of cases not within the Small Claims Track that did have at least one hearing, they took on average around 128 days from issue to judgment, down from 218 days in 2022. These are remarkable statistics that the Court was able to absorb those increases and perform to such a high standard is an extraordinary achievement and bodes very well for the future.
However, the highlights and achievements of the QICDRC do not simply begin and end with case statistics. Another major development at the QICDRC was the publication of the Maroon Book – the User Guide to Proceedings before the QFC Civil and Commercial Court – which is a comprehensive guide to all aspects of our procedures. It is hoped that this will allow any court user, or indeed simply interested observers, easily to understand the passage of cases through the Court. As the Court expands and greater volumes of lawyers and parties use our services, from an increasingly diverse range of countries around the world, it is critical that we ensure that our procedures are easily understood to ensure the smooth passage of cases before the Court. This is just one of the many innovations that we have put in place to ensure that the QICDRC goes from strength to strength.
I also had the great pleasure of joining the CEO of the QICDRC, Registrar, and Marketing & Communications Manager on a trip to Shanghai and Hong Kong. What was particularly pleasing about these trips was the reception that we received from our wonderful hosts in both places. We visited a number of different courts to view some of the very advanced courtroom technology that they deploy, learning key lessons that will allow us to utilise some of that technology in the QICDRC to enhance the experience for all those who use our services. We forged great links with partners on this trip and look forward to continuing those relationships in the future.
It would also be remiss of me not to mention the two judicial appointments of 2023: Justices Dr Yongjian Zhang (People’s Republic of China) and Dr Georges Affaki (France). They are two highly experienced and well-respected commercial law practitioners who have already made a significant and positive impact on the Court. We are very pleased to have had these exceptional colleagues join us and I look forward to working with them in the future.
