Objective

The Qatar International Court, in collaboration with Monckton Chambers and Essa Al Sulaiti Law Firm, is pleased to invite you to our forthcoming event, “The Life of a PPP Contract: from conception to demise” on 23 September 2024 from 11:00 AM to 1:00 PM at the W Hotel.
Public-private partnerships are critical to economic development and are a tool used by governments across the world to realise major projects. This distinguished panel discussion will provide a valuable review of the life of a typical PPP, highlighting some of the key legal issues that can arise, both contentious and non-contentious. The discussion will be followed by a networking session where you will have the opportunity to engage in meaningful discussions with fellow attendees.

Umar Azmeh

Registrar

Umar Azmeh was appointed Registrar in October 2022, and oversees the management of cases before the Qatar International Court and Dispute Resolution Centre. He is also a member of the senior management team and the Judicial Advisory Board.
 
Umar qualified both as a barrister and a solicitor. He was called to the Bar of England and Wales in 2009 by Middle Temple, and practised as a barrister, gaining experience in criminal and civil law, latterly conducting civil litigation on behalf of various United Kingdom government departments. He qualified as a solicitor at Hogan Lovells International LLP in 2017, where he gained experience of commercial law, including high value commercial litigation. He subsequently worked at the Court of Appeal of England and Wales (Criminal Division) which entailed advising the senior judiciary on some of the most serious and significant cases in the jurisdiction including, among others, the Lord Chief Justice, President of the Queen’s Bench Division, and the Vice-President of the Court of Appeal (Criminal Division).
 
He most recently practised at BCL Solicitors LLP in London, a leading law firm where he specialised in advising and representing high net-worth individuals and corporates in regulatory investigations brought by domestic and international regulators. Umar is also an expert in UK sanctions law, and has worked on some of the most high-profile sanctions cases in the United Kingdom.
 
Umar holds an LL.B. degree from King’s College, University of London, and an M.Sc. degree from the University of Oxford (Worcester College), where he graduated first in his year. He is currently a DPhil in Law Candidate at the University of Oxford (St Anne’s College), and is a regular contributor to academic and practitioner publications. Umar is also a Visiting Lecturer at The City Law Schools (City, University of London), and is a Trustee of the Sentencing Academy, a research and engagement charitable incorporated organisation dedicated to developing expert and public understanding of sentencing in England and Wales.

Ewan West KC

Ewan has a wide-ranging and well-established litigation practice spanning public procurement, competition, commercial, tax and duties, EU law and EU relations law, regulatory law (especially telecommunications and utilities), information rights, administrative and public law and sports law. He has a particular focus on contractual disputes (in particular arising out of long-term arrangements such as PPP), contractual variations, injunctive relief and protection of confidentiality. Ewan undertakes a wide range of advisory work in all areas of practice. He has worked for a number of regulatory authorities and has a sound technical and practical understanding of economic and financial analysis. Ewan is also a qualified mediator. 

Essa Mohammed Al Sulaiti

Mr. Essa Mohammad Al Sulaiti is a Qatari Cassation Attorney admitted by Qatar Lawyers Admission Committee. An active Board Member of Qatar Lawyers Association (QLA) as well as a Board Member of Qatar Experts and Arbitrators Association for Cultural and Awareness (QEAACA).

Drawing on his prior education and experience in Wales and reputable law firms in Qatar, Mr. Al Sulaiti founded Essa Al Sulaiti Law Firm in 2015 to effectively align his practice with a personal mission: addressing the emerging legal demands of local and international businesses operating in the State of Qatar.  

Mr. Al Sulaiti is also an arbitrator certified by the GCC Commercial Arbitration Centre (GCC-CAC), Qatar International Centre for Conciliation and Arbitration (QICCA), Kuwait Commercial Arbitration Center (KCAC), Oman Commercial Arbitration Center (OCAC), and Arbitrator at Saudi Center for Commercial Arbitration (SCCA). As well as a Member of the Chartered Institute of Arbitrators (CIArb).

Mr. Al Sulaiti has represented clients and served as counsel in international arbitration proceedings held under the rules of the International Chamber of Commerce (ICC), the London Court of International Arbitration (LCIA), and the Qatar International Center for Conciliation and Arbitration (QICCA). As an arbitrator, he has been appointed in several disputes as both a sole arbitrator and as a member of a tribunal, including as a president of an arbitral tribunal. Throughout his arbitral experience, he has also advised clients on disputes concerning arbitration clauses, governing law, jurisdiction, the enforcement of arbitration awards, and interntional judgment enforcement.

Mr. Al Sulaiti’s experience includes a broad range of corporate services with a focus on dispute resolution. He also works closely with various local and international clients advising on mergers, acquisitions, takeovers, leveraged buyouts and joint ventures, and has represented several companies, shareholders and directors in corporate/commercial disputes in court and arbitration. Mr. Al Sulaiti’s practice emphasizes counseling clients on company formation/establishment, foreign investment across a full range of industries and a broad variance of corporate governance matters, including structuring, directors’ duties, shareholders’ responsibilities, general meetings/assemblies, corporate compliance matters, legal auditing and due diligence. He was also recognized as a “Recommended Lawyer” for the years 2023 and 2024 by The Legal 500 EMEA Editions. 

Mr. Al Sulaiti’s background couples extensive academic experience and hands-on practice in the legal sector of the construction industry. His practice emphasizes resolving complex construction disputes through mediation, and when necessary, arbitration and litigation in relation to projects in Qatar and internationally. 

Mr. Al Sulaiti frequently addresses construction claims and has handled hundred-million-dollar litigations and arbitrations involving breach of contract, construction and design defect, delays/damages, variations and impact, default, and termination matters. Given his depth of experience, he has provided an impressive range of services to his clients, including advising on FIDIC, EPC, design/build, design and construction contracts as well as risk management, negotiation of contracts, project legal counseling/guidance and preparation of claims. In this field, Mr. Essa Al Sulaiti received the 'Lawyer of the Year' honour at the LegalCommunity MENA Awards in the field of Infrastructure & Construction. This accolade highlights his exceptional legal skills and contributions, solidifying his reputation as a distinguished practitioner and arbitrator.

Mr. Al Sulaiti represents and regularly counsels main and sub-contractors, project managers, engineers, employers and other members of the construction and government contract industries. This includes the representation of contractors and owners in connection with some of the most prominent projects built throughout the State of Qatar, both public and private. 
In the public arena, he has extensive experience counselling, litigating, and arbitrating complex disputes regarding high profile facilities, government construction/civil works and projects pertaining to museums, sport stadiums, rails, bridges, plants, and highways. 

In the private sector, Mr. Al Sulaiti has ample experience providing counsel, litigating, arbitrating, and mediating substantial claims concerning private assets including hotels, malls, residential/commercial towers, and medical and manufacturing facilities.
Inspired by Qatar’s growth in the field of sports - and as an avid sports enthusiast himself - Mr. Essa Al Sulaiti has earned an interdisciplinary master’s degree in Sports Law to offer his expertise in the legal and commercial sides of sports. Mr. Al Sulaiti is also a member of the Asian Football Confederation Legal Committee (AFC), as well as an Arbitrator at Court of Arbitration for Sport (TAS/CAS), Qatar Sports Arbitration Foundation (QSAF), National Sports Arbitration Tribunal (NSAT), In addition to his membership in the Saudi Sports Arbitration Center (SSAC), which led to his appointment as a member of a temporary technical committee in 2023. This committee consists of a distinguished group of legal experts and leaders in the field, specializing in reviewing and scrutinizing proposed amendments to the centre’s procedural rules and providing the necessary recommendations for its enhancement and development. With his understanding of Qatari law, local culture, and international sports law, he is able to offer the ideal intersection for meeting the legal demands of the sports sector, He also got admission as an Arbitrator at The Saudi Games 2023.  In addition to Mr. Essa’s achievements in the Sport field, he received the distinguished "Best Practice International Sport Arbitration” Award at the LegalcommunityMENA Awards 2023.
 

Dr. Reem Al-Ansari

Dr. Reem Al-Ansari is a faculty of law and certified cassation lawyer. She received her Master of laws from university of Michigan law school - Ann Arbor and earned her Doctorate degree from Georgetown Law Center - Washington. D.C, in international criminal law with focus area of AML\CTF\CT\AC.
As Faculty of QU Law school; during her term she also served as an associate dean for research and graduate studies. Dr. Al-Ansari professional experience started at the World Bank headquarter in the GAC unit. She further served as the director of the legal research and studies division at the Rule of law and anti-corruption Center- Doha, and the managing editor of an international double-blind journal (ROLACC journal). Dr AlAnsari also worked as president’s adviser at the admirative control transparency authority and Qatar charity as well. She also led the RDI Policy unit as Director of RDI Policy at QRDI.
Dr. Reem earned the prestigious EED award twice for her education excellence and further received a fellowship at CIRS – Georgetown Doha. In addition to this, she is a QLC Aluma.
Her publications were recognized in prominent journals and magazines, and she has recently published two books, the first; tackles anti-corruption while the second; examines white collar crimes.

Paweł Piotrowski

Paweł Piotrowski, a partner, is a projects lawyer concentrating in infrastructure and energy (transition and nuclear). He assists with public procurement matters as part of his practice and is well recognized for his knowledge of public-private partnerships (PPP) and EPC contracts. Paweł has been involved in negotiating and drafting all forms of project agreements, including procurement regime, contractual documentation, construction, and financing in various jurisdictions, including Qatar, Poland, Singapore, Pakistan, Indonesia, the United Arab Emirates (UAE), Kazakhstan, Angola and Saudi Arabia and in various sectors, including social infrastructure (schools), transport (metro, airports, railways, car parks, motorways), oil and gas, sport infrastructure (2022 FIFA World Cup, UEFA Euro 2012), waste management (waste to energy incineration plants), water and sewage, ports (container terminal), health care, and energy (construction of new plants, including nuclear, CCS project, renewables).

Pamela McDonald

Head of Doha Office, Pinsent Masons

Pamela is a Partner, head of the Doha office and global co-head of International Arbitration at Pinsent Masons. Pamela is an active member of the CIArb, a board member of the National Association of Women in Construction and a co-head of the Campaign for Greener Arbitration’s MENA Chapter.   Pamela relocated from London to Qatar in 2014 and advises clients on complex infrastructure and energy projects in the Middle East during project execution phase, and in formal litigation and arbitration proceedings.
